I regard outcome based commission is the process of when government managing agency with funding, like social services, purchasing services for the benefits of individuals that is based on the idea that the service will contribute to meeting key outcomes.
The outcomes could include reducing unemployment, improving family cohesion, reducing crime, improving general health, increasing use of public transport and so on. The outcomes should be aspiration rather than target based as I feel targets are very hard to meet and can cause more problems then they are worth.
I feel that as money get tighter for the government, it is important any penny spent is value for money and therefore measuring outcomes are a great way on doing this. It is not perfect and it is about making everyone more accountable for the money being spent so that it meets the goals of society.
